You can prune at any time of year if you are removing the 3 D's: Dead, Damaged, or Diseased wood. This keeps the plant healthy.
Many plants (like Echinacea and Sedum) have seed heads that feed birds in winter. Hollow stems provide homes for hibernating insects. Don't be too tidy!
Pruning stimulates new growth. If you prune too early in late winter, the new soft shoots will be killed by the next frost. It's often safer to wait until Spring.
